A recent OECD side-event, co-organised by Arisa and IDSN, delved into caste discrimination within global garment and footwear supply chains, offering practical insights for companies seeking to address this pervasive problem. Led by a panel of experts, the session provided actionable strategies tailored to the challenges posed by caste discrimination.
All speakers emphasized the need to educate all workers on their rights, the policies in place and how to access grievance and complaints mechanisms. It was also stressed that a closer examination of the social and cultural power dynamics at play and the staff composition may be needed in order to ensure this is done in a fully inclusive way. Participants were referred to the ETI-UK’s Base Code guidance: caste in global supply chains, for further information on caste discrimination and how to begin to address this in your supply chain. Ahead of the event Ethical Trade Norway published an article, in Norwegian, on caste discrimination in supply chains, by Maya Sunde Singh, who is also the Coordinator of the Dalit Solidarity Network Norway.
Dalit activists forming part of the IDSN delegation made their presence felt at the 25th EU-NGO Forum on Human Rights in Brussels, Belgium held from 4-6 December, 2023. Sunil Kumar Pariyar from Nepal and Prameela KP from India joined the forum to highlight the challenges faced by Dalit communities in their respective countries and beyond.
An IDSN delegation of Dalit human rights defenders participated in the UN Forum on Business and Human Rights held on 27-29 November as well as the UN Forum on Minority Issues, held at the Palais des Nations in Geneva from 30 November – 1 December 2023. The delegation made an important impact giving statements and participating in panels, sessions and events.
An IDSN delegation of inspiring young Dalit rights leaders participated in the the 11th session of the UN Forum on Business and Human Rights in Geneva - December 2022. The young Dalit leaders from Nepal and India participated actively in the Forum, through statements from the floor, social media, interviews and in-person interactions during sessions, side-events and breaks. They also took part in side-events, sharing their experiences and learning from the experiences of other.
IDSN was delighted to welcome representatives from Dalit Solidarity Networks in Germany, UK, Finland and Norway to Copenhagen for a two-day meeting from 8-9 February. IDSN International Associate Arisa from The Netherlands also took part in the meeting and special guest, Priyadharsini Palani, from The Blue Club, made an inspiring presentation on the organisation’s work on amplifying the voices of Dalit women.
This year, the ‘OECD Forum on Due Diligence in the Garment and Footwear Sector’ took place from the 22nd till the 24th of February. This forum is an annual event during which multiple topics – linked to due diligence in clothing and shoes production chains – are discussed by many different stakeholders.
Brief and recommendations in relation to the UN Forum on Business and Human Rights – 29 November- 1 December The rape and murder of a 20-year-old Dalit factory worker has attracted attention to poor working conditions and caste- and gender-based inequalities in India’s garment industry.
IDSN participated in the UN Forum on Business and Human Rights from 29 November – 1 December, learning and drawing attention to the urgent need to address caste discrimination and violence in global supply chains.
Economic, social and labour rights were the thematic headlines of this year’s EU-NGO Human Rights Forum, where three Dalit human rights defenders were featured as panellists, facilitated by IDSN. Caste-related barriers to healthcare in Pakistan, post-covid economic and social recovery for Dalit workers in South Asia and building corporate accountability to respect human rights were among the key topics covered by the panellists.
International Dalit Solidarity Network (IDSN) and Asia Floor Wage Alliance (AFWA) echo the call by National Campaign on DalitHuman Rights (NCDHR) and Tamil Nadu Textile and Common Labour Union (TTCU) on garment brands to negotiate a binding agreement to end systemic gender-based violence that leverages caste discrimination at global supplier factory Natchi Apparels (SF. No:470/2 Kaithayan Kottai, Vedasandur 624711, Dindigul), after a 21-year-old Dalit garment worker was murdered by her dominant caste factory supervisor earlier this year.
Father Stan Swamy, 84, a courageous and dedicated campaigner for the rights of India’s indigenous Adivasi community, has died from Covid-19 complications. He had been imprisoned on terrorism charges since October 2020
IDSN Executive Director, Meena Varma, spoke on the all-female panel of the live-streamed event organised by The Norwegian Church on July 31, to discuss the deep structural injustices characterising global production, consumption and trade, and what consequences these injustices have on the most vulnerable.
Study: Dalits and Adivasis working under hazardous conditions in India’s stone industry Dangerous working conditions, debt bondage and below minimum wages are some of the findings of the study ‘Between a rock and a hard place‘ released by the Dutch-based human rights NGO Arisa. In the quarries surveyed in Rajasthan, it was found that over 60% of the workers were Adivasis or Dalits.IDSN welcomes the study and urges companies to address the issues identified urgently, including looking at the marginalisation of Dalits and Adivasis as a key contributor to their exploitation in the sector.
The federal lawsuit by the California Department of Fair Employment and Housing (DFEH), alleges that 2 dominant caste managers at Cisco’s San Jose headquarters campus, which employs a predominantly South Asian workforce, harassed, discriminated, and retaliated against an engineer because he is a Dalit. At the end of this newsletter there are number of press clippings on this case.
IDSN fully endorses the Call to action on Labour Law changes in India, issued by the Ethical Trading Initiative (ETI). The statement calls on businesses sourcing in India to respond to the news that several Indian states will suspend key fundamental labour rights for a period of up to three years, under the cover of the Covid-19 crisis.
A new report published by the human rights NGO Arisa has found that children under 14 years account for over 18% of the workforce in the cottonseed farms surveyed, with over 50% of the child labourers in the sector being Dalits or Adivasis. The majority of the child labourers were not attending school. IDSN welcomes ‘Sowing Hope’ and urges companies looking to address child labour and the working conditions in the seed sector to address caste discrimination directly, as it is a key root cause of child labour, also evidenced by the large percentage of Dalits engaged in this work as documented.
DSN Statement – We strongly urge governments and companies with supply chains in South Asia, to take measures to urgently protect migrant and informal workers, including Dalits, against a loss of income, social benefits, shelter and a means to feed themselves and their families, as Covid-19 measures and repercussions threaten their lives and livelihoods.
DSN leaves its mark on the UN Business and human rights forum with a very popular stand, highlighting the links between caste and human rights violations in global supply chains. At the stand Dalit human rights defender Ankita Paudel from IDSN member organization, Feminist Dalit Organisation – Nepal (FEDO), and IDSN staff, spoke with participants to improve their understanding and urge them to take action. Ms. Paudel also took part in key events at the forum and made connections with other relevant stakeholders. The IDSN Director, Meena Varma, also gave a snapshot presentation on what Governments can do to start addressing these issues with businesses and IDSN Ambassador, Gerard Oonk, made important new connections and raised awareness of key stakeholders.
Human rights issues related to caste in global supply chains was a key theme at the seminar on vulnerable workers, held in Copenhagen on 12 November, organised by IDSN, the Danish Ethical Trading Initiative (DIEH) and the Ethical Trading Initiative (ETI) in the UK. ETI Director, Peter McAllister launched the ETI Caste in Global Supply Chains guidance at the seminar saying. “I am proud and honoured to be here to launch the ETI Base Code Guidance on Caste in Global Supply Chains today … caste underpins so many elements of vulnerability that we must engage with caste issues if we want to address vulnerability,” Mr. McCallister stated.
