A new report documents the situation of Pakistan's Dalit women; one of the most socially excluded and impoverished sections of the population. The shadow report for a UN CEDAW review of Pakistan in February calls on the Government to focus on education, access to basic services, and laws and special programmes to protect the rights of Dalit women.
The European Parliament has adopted a resolution on violence against women in India. The document contains several references to caste discrimination and the situation of Dalit women.
The theme of this year’s United Nations Human Rights day - inclusion and the right to participate in public life - is particularly relevant to the issue of caste discrimination. Much more needs to be done to ensure that the rights of Dalits and similarly marginalised groups are fully respected.
When Pakistan was reviewed by the Universal Periodic Review (UPR) mechanism on 30 October, many states expressed concern about the human rights situation of religious minorities, including scheduled castes.

International NGOs are urging states to recommend it to ensure full protection of minorities, including Dalits and other marginalised groups.
In a newly released report, the Government of Bangladesh is called upon to enact a law against untouchability practices, and implement a national action plan to comprehensively address discrimination based on work and descent against Dalits and other excluded groups.

Press Release (May 31, 2012). Following yesterday’s release of the reports on the UN human rights reviews of India and the UK, it is evident that UN member states are increasingly concerned about caste discrimination, affecting an estimated 260 million people worldwide.
The final report on last week’s UN human rights review of India has just been adopted, and included ten recommendations and seven questions and observations on caste discrimination, made by a total of 14 UN member states. It is now imperative that the Indian government accept all the recommendations made on caste.
