IDSN brought together #DalitVoicesForJustice, UN experts, civil society and Member States for our HRC62 side-event, Caste, Gender and Power: #DalitVoicesForJustice on 2 July at the UN Human Rights Council. The event highlighted the urgent need to explicitly address caste and gender discrimination as a root cause of widespread human rights violations across South Asia. This was underscored by powerful addresses from the UN Special Rapporteur on Racism, Dr. Ashwini K.P. and the UN Special Rapporteur on Minority Issues, Prof. Nicolas Levrat.
The European Parliament has adopted a resolution condemning forced conversion and child marriage in Pakistan and calling for stronger protection of girls from marginalised communities. Significantly, the resolution explicitly recognises discrimination based on caste, gender and religion among the root causes that must be addressed and calls for targeted protection, improved access to education and social protection, stronger investigations and access to justice. IDSN has raised these concerns over several years through submissions to UN mechanisms, regularly shared with EU institutions, documenting how forced conversion and marriage disproportionately affect Dalit girls. Earlier this year an IDSN delegation of Dalit activists visited Brussels to brief key decision-makers while Pirbhu Satyani of the Pakistan Dalit Solidarity Network raised forced conversion and marriage during the European Parliament’s April 2026 hearing on caste discrimination in South Asia. The resolution also calls on the EU and Member States to raise these issues systematically in their dialogue with Pakistan, including in relation to Pakistan’s GSP+ trade preferences.
At the Eighteenth session of the UN Forum on Minority Issues in 2025, IDSN delegates highlighted the urgent need to address caste discrimination, violence and exclusion across South Asia. Dalit delegates from South Asia raised concerns around institutional impunity, structural marginalisation of Dalit women and the shrinking civic space for human rights defenders. They also emphasised the vital contributions of Dalit women workers and activists in fostering accountability, dignity and social cohesion at local and global levels
An IDSN delegation of Dalit human rights defenders participated in the UN Forum on Business and Human Rights held on 27-29 November as well as the UN Forum on Minority Issues, held at the Palais des Nations in Geneva from 30 November – 1 December 2023. The delegation made an important impact giving statements and participating in panels, sessions and events.
Economic, social and labour rights were the thematic headlines of this year’s EU-NGO Human Rights Forum, where three Dalit human rights defenders were featured as panellists, facilitated by IDSN. Caste-related barriers to healthcare in Pakistan, post-covid economic and social recovery for Dalit workers in South Asia and building corporate accountability to respect human rights were among the key topics covered by the panellists.
Amnesty International, WaterAid and the International Dalit Solidarity Network call on authorities in India, Bangladesh, Nepal and Pakistan to take immediate action to protect sanitation workers who are risking their lives on the COVID-19 frontlines.
In connection with their participation in the 45th Human Rights Council session, states are encouraged to consider the ongoing and systemic practice of discrimination based on work and descent, also known as caste-based discrimination, affecting more than 260 million people globally.
IDSN submitted a report detailing the challenges faced by Dalit women and girls in Pakistan, for the review of the government’s report on compliance with the UN Convention on the Elimination of all Forms of Discrimination against Women (CEDAW review), which took place Tuesday 11th February.

As the UN review Pakistan’s human rights record on 13 November, we urge the Government to commit with time bound action plans to end ongoing serious human rights violations against Dalits in Pakistan. Despite general commitments made to this effect at previous UN UPR reviews of Pakistan these have not been implemented and violations such as bonded labour, forced conversions and disappearances, murder and persecution of Dalit rights defenders continue unabated. As a newly elected member of the UN Human Rights Council, Pakistan must ensure that commitments to protect the rights of Dalits are urgently and duly implemented.
