UPR reports on caste discrimination

The following reports have been submitted by IDSN in association with national members and partners in caste-affected countries for the Universal Periodic Review mechanism in the Human Rights Council.

INDIA

Second review (13th UPR session, 24 May 2012):

PAKISTAN

Second review (14th UPR session, 2012):

In April 2012, Pakistan Dalit Solidarity Network (PDSN) and IDSN submitted the following report on caste-based discrimination in Pakistan:

First review (2nd UPR session, May 2008):

In the 2nd session in May 2008, Pakistan was reviewed for the first time by the Human Rights Council. In the interactive dialogue, the issue of caste discrimination was addressed and responded to by the delegation (see report below). In advance of the review the following joint report was submitted:

SRI LANKA AND JAPAN

2nd UPR session - May 2008

In the Sri Lanka review, the delegation was asked about what the Government had done to combat caste-based discrimination. This was reflected in para. 61 in the Report of the UPR Working Group. Unfortunately, the delegation did not respond to this question in the debate.

In the second UPR session, Japan was also reviewed. During the debate many states expressed concern about the lack of an anti-discrimination law and discrimination against minorities. However discrimination against the Buraku people, which is a form of discrimination based on work and descent, was not explicitly referred to in the debate.
